Employee & Labor Relations

The Library Human Resources Department provides advice, guidance, and consultation to library managers, employees, and designated representatives in the areas of employee and labor relations.

LHR staff members work collaboratively with the Employee & Labor unit of Campus Human Resources and the Academic Personnel Office on employee and labor relations activities including:

• interpreting University and Library policies and procedures, collective bargaining agreements, and state and federal statues and regulations;
• providing advice, consultation, and training on such topics as effective supervision, performance management, corrective or disciplinary action, human resources policies and procedures, medical and other types of leave;
• representing the library in systemwide and local collective bargaining related to union contracts that affect library employees;
• responding to information requests from unions and conducting meet and discuss conferences with represented and non-represented employees;
• representing the library in fact-finding, grievances, arbitrations, administrative reviews, APM 140 hearings, and unfair labor practice charges;
• serving as a liaison to the Office of General Counsel at UCLA and UCOP on employee and labor relations issues if needed.

Collective Bargaining Agreements

Various library employees are represented by four different unions. Librarians are represented by AFT, while various staff employees are represented by AFSCME, CUE, and UPTE.
